Task and Duties:

GPN Consulting Business Development team seeks to hire a Senior Proposal Writer who will be a member of the Business Development (BD) team and work closely with technical teams across the GPN business unit. They will serve as a lead technical writer for strategic bids focused upon, but not limited to, climate change, climate adaptation, climate finance, resilience, and cross-sectoral activities. They should have a proven track record of designing and delivering compelling, compliant, and winning IPA Programme proposals with a climate change focus. Applicants should have extensive experience with writing technical proposals across sectors, including but not limited to agriculture, economic growth, energy, governance, natural resource management, water and WASH, resilience, and/or global health. They should have in-depth knowledge of the processes of responding to solicitations by the beneficiaries and demonstrated ability to develop and execute technical strategies. They should be an excellent writer, comfortable working on matrixed teams, and liaising closely with technical staff.

The Senior Proposal Writer will also provide business development and marketing support for the GPN technical unit to include gathering business intelligence; identifying, and developing clients, partners and contacts; supporting and leading business capture and proposal development; and strategic networking and relationship building. The Senior Proposal Writer may provide technical assistance and support activities where necessary. They will participate in the development of teaming strategies and portfolio/account strategies.

This position will report to the Business Development Director and will be based in Ankara, Türkiye (preferably) or remote when available. Telecommuting arrangements will also be considered. The position will be expected to travel internationally up to 30% of the time. Candidates must be authorized to work in Türkiye.


Responsibilities


include, but are not limited to:

  • Serve as a lead technical writer and section integrator on climate change focused and climate change adjacent proposals. Develop and deliver technical narrative outlines, write proposal sections with technical input, and review proposal sections from technical specialists.

  • Serve as a technical volume reviewer for proposal color reviews.

  • Review background information, interview stakeholders, and participate in strategic discussions to develop the critical win themes, unique value propositions, organizational approaches, and frameworks.

  • Provide support on strategic business development initiatives for the climate change mitigation, adaptation, and resilience vertical market, technical divisions, and practice areas. This may include identifying, researching, and analyzing new opportunities; supporting business capture; market research, thought leadership, and client engagement as aligned to the GPN Consulting forward market; managing, leading, and writing proposals for work funded under mainly IPA Programme and programmes funded by other key donors and clients.

  • Explore business opportunities in key GPN Consulting markets and advise on the selection of new capture markets over time.

  • Participate in broad GPN Consulting representation to clients and partners, as required in Ankara or elsewhere to include active networking, attendance at work-related events, and the international development community.

Requirements

  • Bachelor’s Degree and 15 years of experience, or

  • A Master’s degree and 10 years of experience, with a degree in a relevant technical area and,

  • Proven ability to solicit and synthesize inputs from multiple sources and develop a convincing and compelling argument across multiple sectors, including but not limited to climate change, environmental management, water and WASH, economic growth, energy, food security/agriculture, and resilience and,

  • Proven experience to represent an organization and win new business with IPA Programme and,

  • Must be authorized to work in Türkiye without sponsorship.


Preferred Knowledge, Skills, and Abilities:

  • Strong coordination and collaboration skills with proven experience applied in international context,

  • Strong working knowledge of Salesforce and/or SharePoint preferred,

  • Excellent skills in networking, presentation, and oral and written communication,

  • Ability to work in a fast-paced environment and meet deadlines under pressure and multi-task,

  • Demonstrated ability to be a strong team player, mentor all levels of staff, and provide oversight on the quality of proposal deliverables, including for compliance and persuasiveness.
